The Chinese government has stated that promoting the development of the Belt and Road Initiative to high quality requires the introduction of universally supported rules and standards, and promoting enterprises to follow universally accepted international rules and standards in project construction, operation, procurement and bidding. During this forum, China initiated the establishment of the Belt and Road Initiative to build a national standard information platform, which will enhance the exchange and sharing of standard information with relevant countries.
Adherence to international standards will strengthen the foundation of the Belt and Road Initiative. As Zhangyuyan, Director of the Institute of World Economics and Political Science of the Chinese Academy of Social Sciences, pointed out, the importance of jointly promoting institutional infrastructure development between China and the Belt and Road countries has become increasingly evident since the development of the Belt and Road Initiative. Compliance with internationally accepted rules and standards will reduce the transaction costs of cooperative projects and lay the foundation for their smooth progress.
This move will also enable Chinese companies to enhance their awareness of the rules and ensure compliance. Zhuhongren, executive vice president and chairman of the China Enterprise Federation, said that compliance is the prerequisite for companies to obtain international recognition. The framework assesses the debt sustainability of low-income countries by clarifying the scope of debt, forecasting macroeconomic trends and conducting stress tests, the results of which will serve as an important reference for lending decisions. The International Monetary Fund's president said the framework would help build a high-quality and sustainable Belt and Road financing system and promote long-term development and prosperity for the countries.
In the area of environmental sustainability, China has launched the Belt and Road International Alliance for Green Development with a number of international organizations, research institutions and enterprises, and formulated the Belt and Road Green Investment Principles to ensure that investment projects fully take into account environmental and climate factors. In addition, China Everbright Group has jointly initiated the establishment of the Belt and Road Green Investment Fund with relevant national financial institutions to promote multilateral cooperation in green finance.
In recent years, Chinese companies have paid more attention to protecting the local ecological environment in the course of the Belt and Road Initiative. For example, at the first Belt and Road Entrepreneurs 'Conference held during the current session of the Forum, the participating enterprises signed a total of more than 64 billion U.S. dollars in project cooperation agreements, covering infrastructure, energy resources, production capacity cooperation and other areas. Significant progress has also been made in third-party market cooperation, such as the signing of a memorandum of understanding between the People's Bank of China and the European Bank for Reconstruction and Development to strengthen third-party market investment and financing cooperation, and the signing of a memorandum of understanding between the China National Development and Reform Commission and the Ministry of Trade and Industry of Singapore on strengthening the implementation framework for third-party market cooperation.
In addition, China has put forward a series of major reform and opening up measures during the forum, such as continuing to drastically reduce negative lists, promoting the all-round opening up of modern services, manufacturing and agriculture, and eliminating non-tariff barriers.
